Multilingual Uber-like app for moving companies and cleaners + a website.

Bonus info: I would like the freelancer or the agency to describe how the job can be done instead of a mere copy/paste text. Also give me a price and timeframe I can count on. The project is I think detailed enough, if it's not your input and questions would be appreciated. Details: I'm looking for experienced app programmer(s) who can build uber-like app (both iOS and android) for moving services + a website that would function both as the app does and function as the control center. I want the app to have a variety of services to choose from, like hourly rate and flat rates of different truck sizes, home sizes and with different floors and etc. I should be able to add the types of products and services through cpanel. Most importantly I want it to be integrated with my chosen payment gateway. I will add sketches that will describe the project in even more details. Please start telling me which CMS you will be using for this project. Important step by step details: Customer side is mostly described on the sketches and on the doc which is additional flow description. Mover/cleaner Side: There are probably details that are too obvious, but these are the details that are important for our concept. 1) Drivers/cleaners set the dates and hours they can work on in timetable. 2) Once a job is posted the highest rated driver/cleaner will get a notification and should be able to accept. If the highest rated doesn't accept in 5 minutes it goes to the next, then the one who is fastest to apply/accept gets to do the job. 3) Driver/cleaner should be able to subscribe to instant assignment, meaning admin will assign driver without their acceptance. Also when a job is posted the driver/cleaner is instantly assigned, this has a priority based on ratings as well. 4) The admin sets the profile picture and other details for the drivers/cleaners, they should not be able to change them. Admin Panel 1) The admin should be able to assign jobs that has been ordered before to any registered driver regardless of the time and date the job has to find place. 2) The admin should be able to see and controle all the transaction, like payment, drivers activity, etc. 3) The admin should be able to control everything possible and make changes. Your own input and suggestions for how to make the app and the website even more awesome is even more appreciated and will play a role in me choosing you as the winner. But the functions mentioned above are a must. Also I need to be able to add extra pages to the app, like for example a guide for customers for their moving day like a blog.
