replicate webpage with artwork

I am looking for 1 page with a split screen (1/2 screen one pane and then 3 banner size screens split equally (an example this style is at o3world dot com. The frame layout and the mouse over style is what I would require. You would also need to do banner artwork in the 4 split screens.
Due consideration will be offered with freelancers with reviews. This project is on a limited budget and time frame.
