Schedule calendar feed and importer

Need a website to act as an online calendar feed to send new invites, updates and cancellations on calendar events to users. Requirements for the site are for a Web application is a service oriented platform that is going to be a subscription based model. Needs to have a database mySql backend. Event can be added manually to a users calendar by an admin,. Most events will be added via an import with a CSV/EXCEL file that contains event data for each user. It will need to be imported into a queue and will be processed. After being processed it would send out the ics / notifications to each user. The import file can contain new records, updates or deletions. Looking at needing a SMTP POSTMAN type functionality to send and maintain the communication with the users. Message notification could be email or txt message to the users. Looking at something very similar to this made in Laravel but would prefer not to use Twilio. The site can have multiple organizations each with an admin login that can administer their organizations data. users would not login to the system. Their accounts would be created by the admin for their organization. I am attaching project notes and phases i would like to do this in.
