SMS Platform for Large Scale Data Collection

This is a simple description, but at its core here is what I need:
(1 )I need a SMS data collection platform that allows users (500-1000) with Android or non-smart phones to be able to text in figures collected in the field from Africa. (2.) The capability for data to be geotagged and stored in a database off-shore. The second component involves accessing this data to perform analytics and feed this into a dashboard. However, the focus is on building the platform. Please see RapidSMS as an example or Ushahidi. I believe Django and Python are needed.
