Hi NW. I can understand the requirements in the shortest possible time. Based on the requirements shared, it may take around one month to finalize the design (functionality as represented in wire-frame, and corresponding UI). There after, it may take around 2-3 months for completion of the backend and web application. This shall cost around ~8K. Simultaneously, and having gone half way through, one can start making the mobile client (iOS or Androind, whichever you prefer) and complete the same within a month or two. I do not do mobile apps, but based on prevalent market rates, it may cost around ~ 3-4 k. Also, you may have to pick up a responsible technical person to conceive and plan everything (effectively working as a CTO or project manager) so that everything fits in place.
