Star rating system PHP, Laravel or CakePHP

A single system developed in Pure PHP code or CakePHP(3.x) or Laravel(Latest) to rating (stars) Doctors and/or Hospitals. Process: Index page/site with "login and password" box and "Reset password" Reset password page: type identification and system will send email to user, medical or hospital/medical clinic with new password and ask to change. User Login -> choose Doctors -> Rating Doctor (0-5 stars) and add comment (title and description). Or Select Specialty, then select Doctor. Or Select Hospital/Medical Clinic then Rating (0-5 stars) and add comment (title and decription). Hospital/Medical Clinic - Display Stars and Comments only for this Hospital/Medical Clinic. Doctor Login -> Display Stars and Comments only for this Doctor. Admin -> Add new Doctor (Name, identification_number, e-mail, specialty[1] and password), Add new User (Name, identification_number, e-mail, password). Hospital and Medical Clinic (Name, identification_number,email, password). Add Specialty (Name) [1] - The Doctor specialty is id from specialty table (relation). Obs: * Need be responsive: (Desktop, Tablet, Smartphone) * Clear layout (Bootstrap) * Stars rating will be from rate 0.5 (0.5,1,1.5,2,2.5,3,3.5,4,4.5,5) * Use PHP >= 7.0 and MySQL >= 5.7
