Hello. I actually already have a Telegram bot with this functionality, I'll just need to remove the extra features. There's one problem though. Telegram bots can't send messages to a user who has never sent anything to the bot. But seeing as you want it to send messages "without being spammed" you're probably ok with all users starting the conversation with the bot first. Also Telegram bots can't join groups without user requesting it so you'll have to get somebody from the target group to add it to the group. That's just how Telegram's bot security works. Nothing we can do without breaking ToS and/or using undocumented methods.
