Wordpress Speed Optimization - JS Conditional Display

A redesigned site is loading slowly on initial page loads.
I think one of the main issues is that necessary JS files are loading on templates where they are not required.
I need someone to analyse the JS codes required by each template, and use a method similar to this one >>>>

to make sure only necessary JS and CSS is loaded for each template.
Page reloads are great - but initial page loads are 4-5 seconds.
The second task is to load popup content, only AFTER the user clicks on the popup.
This content is currently loading on page load, and I'm wandering is it possible to insert a line of code, to make sure that the contents of the popups only load on click (i.e lazy load).
Attached is a rough list of files and where they should load, although these should be double checked.
Other page speed recommendations should be followed, to make sure all load times are < 2 seconds.
Pages are generally less than 1MB, so this shouldn't be an issue I would hope.
