I can definitely do this for you, I operate many systems I have already created in the wild using these same features of user management. I will create this in PHP using Blowfish one way has encryption algorithms with a 12 round cipher to make the passwords super secure. After that I will include a backend management interface for user management and a basic PHP function for permission management. Permissions will need to be added later after by who ever is using the system and implemented into your own software.
