We need to get an application developed in C++/Python to identify the fault noise on a running fan. The fan under tests provides 6 seconds sound of which the fault noise is present. But this sound may also have surround noise, which we have to eliminate in order to have the correct solution.

It sounds as if you need sound signature analysis.
What I will need is a recording of the fan making noise and the environment without the fan. It is then very simple to identify .
I did a project for a vacuum pump which was quiet in the factory but produced noise when installed.
The noise sources were
1/ Guard
2/Stand
3/Pipes connected to the pump.
I managed to reduce the noise levels by 35 dB The company redesigned their installation.
-Mounted pump on Concrete blocks ( Was Cheaper)
-Used Mesh Guard
-Used flexible connector- Cheaper.
It appears that what you are trying to achieve is a form of predictive maintenance.
As such the technology is already developed and it may be better to apply this technology in a new and novel way
