Build a School-Network Website

Hello, I need expert consulting. I'm building a e-Learning website. The basic idea: [login to view URL] people from my town will be registering this website, they will provide some specific details about themselves (they can also connect via Facebook, Google+, etc). 2. The website will be supporting people to learn together by choosing a random or a specific user from the website's user list (with similar characteristic) and invite him to learn. (Very like Yahoo board games or any other live video chat) 3. The learning method is very important; it's supposed to be by Video Conference sessions. Each video session can include 2 or more attendees (up to 20 will be fine enough), the videos session 4. When user invites someone to learn with, the best way is to have the Video Conference Embedded within the website page and online without (!) downloading it to desktop. 5. The video conference software must include white board that can be saved as a picture and held up by the user 'page'. 6. Each user will have a personal page that will show him statistics about how much time he spend on videos?, with whom? on what subjects? 7. Each user will have a "wish list" that will contain the subject he wishes to learn, this "wish list" will be published to all of the users in the community, and he can approve or ignore invitation from other users. 8. Each user can schedule cyclic/one-time a e-learning meeting with another user and get an automatic reminder about it by mail or by any other means. 9. The video conference must be of a high standard. 10. I need an option for users to record their videos or audios and saving them with the approve of the other user. 11. The website must have a search engine that will find him users who would like to learn (something like online dating services). 12. The website developing platform must have the ability to react to changes i might choose to conduct (the option to program it by open source). 13. Before inviting someone to learn with, there will be an option to have a "chat" or sending personal massages only to get acquaintance. I'm needs your help here with technical issues: 1. Finding a video conference software meeting all of my requirements. 2. Finding a platform to develop such kind of social e-learning website. 3. If we will be unable to find such platform I will happy to use your recommendation about how to start developing this? Based on what? I only need you to tell me what the best idea about it and I will learn how to do so myself or hire a programmer.
