Database that generates groups of 3

i need a database written in which you can enter individuals (name, address, telephone, email, occupation, Group location and a few other fields) and run a report monthly in which it will produce a list of groups of 3 people. I should be able to run this locally on my Windows 10 laptop (or online) and produce a PDF document in which i can email monthly to all people in the groups. There are about 100 names presently and this will increase monthly. This should be SIMPLE for me to enter info and run. There are rules below that apply. 1. Members in each group cannot be from the same occupation 2. I can add new members at any time and they will be included in the next months run 3. Members of each group should not meet with the name person twice 4. There should be one (1) group leader randomly selected for each group and that person should be highlighted or bold within each group of 3 5. There are some people in the database that may not want to participate, so there should be a check box next to their name so include them or not. 5. Depending on the number of people participating, there may be an odd number, so the last group may be 2 or 4 people. 6. at some point, I may want to "reset" the groups and start over (allowing for example people to meet again with the same people). but this will only happen every few years. 7. after i run this monthly, it should produce a PDF document that can be emailed to every group member.
