Detailed Scheduling Maro for Excel needed

I have a daycare center that offers the parents the ability to enter there weekly work schedule each week so thus it changes each week according to there needs. The issue arises when I have a put a schedule together that works for the students, teachers, and ratio throughout the day each day each week.
I have the set information which is :
kids schedule, teachers available to work, ratio of teachers to kids, 30 min increaments
What I need is someone to put together a "simple" :) program or macro that can take my inputs from above and come up with a detailed weekly schedule with 30 minute increments
there are six rooms (see below) so if it has to be on 6 sheets (or a drop down selector for rooms would be nicer)
I have a weekly time schedule broken down into 30 min increments 5 am to 9 pm
I have a set number of teachers (lets say I have 15 that can be put in the schedule)
I have a set number of kids that will show up each week (lets say I have 85 kids scheduled)
I have a Ratio of Teachers to Kids that I must maintain throughout the day
I have a Fours Room where the ratio is 1 teacher to 12 kids
I have a Threes Room where the ratio is 1 teacher to 8 kids
I have a Twos Room where the ratio is 1 teacher to 6 kids
I have a Toddlers Room where the ratio is 1 teacher to 4 kids
I have a Mobiles/Infants Room where the ratio is 1 teacher to 4 kids
I have a School Crew Room where the ratio is 1 teacher to 15 kids
