Writing application that will used for query and manage Office 365 based environment

I’m looking for a “person” or a software company, that will write for me a software product (an application). The purpose of the application. The application will use for - performing administrative tasks in the Office 365 environment (Azure Active Directory and Exchange Online). Client interface (Front End) The client interface will be implemented by using a web-based interface. Application infrastructure (Back-End) The “server infrastructure” will run each of the Administrative tasks (the menu that was selected by the client) in the Office 365 environment using a Remote PowerShell session. The implementation of this “server infrastructure," consists of several different “layers." For this reason, the “element\s” that will write the software, will need to have capabilities and skills in a couple of programming languages and infrastructures. The person that will lead this project.
