Setup Azure WAF with HTTPS Certificates noting we still don't have custom domain

I have been a software developer for 10 years, working in Sitecore since 6.6 for 8 years. Recently I have been working to enhance the DevOps capabilities of a Sitecore-centric agency in Boston, focusing on implementing Sitecore best practices in Azure. I have configured the Azure WAF for both IaaS and PaaS (both running Sitecore), and have encountered a couple of scenarios which can cause problems. Given the agency nature of my recent work, I do not have a project that is currently in production with Sitecore, PaaS and an Azure WAF, however I have set this up on a number of PoC sites, as well as development environments. It is possible to configure without a custom domain, however there are limitations of how the Azure WAF and custom domains are configured that I will be happy to share if I am awarded this work. If the feedback I have causes issues in the intended implementation, I will be happy to offer alternatives using Azure functionality.
