I can only help with setting up the Fortigate VM - as I worked with Fortinet for 10 years and know the OS very well. I can set it up from scratch with no issues. I dont have much experience with AZURE so that would take me time to learn. But I can set up the policies you need and/or VPN free of charge with Fortilclient so you can have remote access of the servers. No need for OPENVPN if you have the Fortigate, it comes with SSLVPN already and free for you to use.

I have extensive experience designing secure networks in Azure. I have completed several PCI/secure Azure deployments that specifically call for VNET firewall ACL configuration and 3rd party client VPN. For projects like these I have a 3 phase approach to successfully complete all action items: 1. Design: In this phase we discuss the action items in detail. We go over requirements like items 2 and 3 around client VPN access. We would go over your options like implementing a pure Azure solution like point to site client VPN access that is supported in Windows and Mac OS's. We would discuss possible cost savings choices like pfsense as well. We would go over the Fortigate options like the BYOL (bring your own license) vs pay-as-you go options for licensing. We would also go over any scaling plans to ensure that we have an appropriate solution for growth. Then before doing any implementation work, all planned work will be documented to see what is being implemented for you approval. 2. Implementation: Here I will implement all changes that we have discussed. Making any documentation changes as necessary. 3. Project Review: After Implementation, we will go over the documentation and review all work done, like how and what VNET ACLs were implemented, how to add users to the VPN etc. If any corrections need to be completed they will be discussed and implemented before project close.
