Create a 2D animation

We need to create a 2D model for novel invention entitled "TV Sensor". Parents usually have trouble keeping hold of their kids while TV is on, the kids usually go in front of the TV and stand there - not only obstructing the view but also more importantly adversely affecting their eye due to blue light. We have an invention wherein there will be a small camera in the center of the TV. A family could set up the TV with different images of family members - for whom they want this "sensor protection on". Once the TV is on, the camera would detect the face of the kid if it comes within a certain distance of the TV (say a few feet), if it happens the TV would automatically shut off. The camera would have to be wide-angle camera so that it covers the entire room...at a certain distance. The 2D model that needs to be created would show a living room in a house - with appropriate furniture/sofa-sets/chairs etc. in there. Parents would be watching the TV with 2 kids - one small boy and another little girl. The 2D model should show family coming and sitting in the living room, turning on the TV. Then some cartoons etc. should show up on TV. Following this we need to show the little boy leaving the sofa and going towards the TV. In the first instance, we show the parents yelling at the boy asking him to come back and finally the mother/father getting up from the sofa and pulling the kid back to the sofa. In the second instance, which is for the invention, we show bits about the invention - and show that the TV automatically switches off once the kid reaches a certain distance/proximity to the TV. We then show the parents happy. The kids then comes back to the sofa, the parents could then switch on the TV (with a remote). This invention/model is for 1st grader's science conference. Budget is thus limited. We would pay a maximum of $20 for successful completion of this work. There may be a few iterations that may be required. The freelancer should be open to doing the same.
