Salvage an Animation Project that another Freelancer Screwed Up

I'll cut to the chase. I hired a freelancer (Crea8ive Technologies) for a project and he has screwed it up big time. I am looking for someone who can reboot this project and deliver something within the next 24 hours. Artwork will mostly be coming from me. Improvements you can suggest will greatly help. Here is the original brief. I am glad to share more details on what went wrong, and what else is pending, over PM.: I am looking to produce an animation video (2 minutes or less) for building awareness about some investment opportunities and explaining simply its background and how it works. The style and treatment will be an engaging video explainer (with voiceover) that entertains as well as educates. I will share the storyboard and script to the freelancer that gets chosen. You will not need to create characters or any new graphics. You will need to be receptive to multiple revisions if there is a need for it. Please provide relevant samples of your work for consideration when you bid. Deliverables will be 1080p MOV/MP4. Interested freelancers will be assessed based on the bid amount, portfolio of similar work, and also turnaround time. I am looking at someone who can provide a first draft or parts of it by Saturday 7 July, if possible. My budget is as indicated $200 to $400. Do not waste your bid to bid if you are going to quote higher than that. I will be providing the voiceover.
