Find team members for a general AI development team. -- 2

I need creative thinking infused with logical reasoning and strong English skills. I'm looking for someone to lead a recruiting project. Basically do what ever you feel like to achieve the following goal. I'm building an online study group for general artificial intelligence which is supposed to evolve into a research project and a startup company. I need someone to oversee the recruiting and online study environment management efforts. I'm trying to recruit / find people who: -really want to work on building a general artificial intelligence -already know the basics of deep learning -Can the person understand papers like “Hybrid computing using a neural network with external dynamic memory” and “Learning to learn by gradient descent by gradient descent”? -are able to commit to working full-time on this at some point -are fast learners and creative thinkers, whatever that means -Take 100 people at random. Would the person be in the fastest 3% to get through a totally new mathematical subject? I need to reach a lot of people fast. I need someone who can think creatively, look at all the possibilities, and manage this project to success. Hopefully you have native grade English skills. For expenses, including your salary, keep a list of good arguments that show I'm getting good value for money. Just something that allows me to verify that the money (and time) is spent well..
