I am good in VBA word, excel and powerpoint automation. Designed many excel and word addon in visual studio. As you correctly told that the Actions Pane / Task Pane needs to be done in VISUAL STUDIO. It can not be generated from VBA/Macro. So your requirement "Everything must be contained within the Workbook. No external files" cannot be fulfilled. I will design your task pane as COM add-in Visual studio 2013. What you have to do is install the addin in your excel and it will ask you browse the html help file once. After that everything will as you specified. Let me know if it is OK.
