API integrations, call scripts, search, reports, DB, alerting engine

This is an extensive project that will start with a small pilot. The person will create a system that will make calls against multiple API's. The API's for the pilot are standard restful API's. The system needs to be able to take on more API sources at any time. The system should be able to store the data that is pulled so a DB will be needed. The data will be presented in a simple front end for now just to model the data. Pilot phase I will be able to query a company name or domain and return data from these two API sources in a readable format. In Phase 1 the system needs to be able to enter multiple queries Example 5 company domains and it returns the data for these companies in their own report. Each company has it's own report. Phase 2 the data will be pulled into a system where alerting can be setup so when the API is called upon, when data matches some threshold, an alert will be generated. Phase 3 the system will be able to determine when data has changed from the previous data pull. Phase 4 the system will have a scoring system that scores the data based on inputs. Ex: The Systems pulls from the API's and based on the data type the system will assign a priority to the data type. That number will roll up to an overall score. Ex: Financial data is ranked 10%, Cyber data ranked 30% and so forth. That will produce a total. Phase 5 the system will be able to produce a score based on the data it has retrieved. Phase 6 the system will be able to compare the new data pull to the previous one to determine what is different and assign a score plus delta from the previous score. Ex: System pulls data for [login to view URL] on Monday. On Tuesday it pulls the data again. If the data has changed to the negative side, the system informs the user of a "SCORE CHANGE" based on the threshold.. Eg: User enters "Notify me when this company score changes by 10%". The later phases will include a portal for the user to log in to, see the reports, configure the alerts and more from their account. Web interface would be needed with individual accounts. PLEASE do not bid on this if you cannot take it all the way through and manage it on going as in years provided it works. The pilot phase is simple. The rest is complex. I have NO systems setup, no hosting, no domains nothing... My initial thought has been Elastic Search with Kibana plus SIEM for alerting but I am open to ANYTHING. It has to scale and cost is a big deal. I will pay for what is needed like the API's and hosting server if needed. Should be within reason.
