Convert Mockups to Responsive Pages

Hello! I'm looking for a competent developer to put together some pages for me. In working with a partner of mine, I've discovered that they've been quoted a ridiculous amount (4.5 hours, $90+) per page and the pages they have are not complex in the slightest. In addition to this, the pages the company has completed have many issues. (overflowing text, incorrect margins, etc.) I'm looking to show them that these pages can be completed with the same quality and faster speed than with the company that they have started working with. I'm attaching a document with 3 mockups included. A login page, a verification code page, and a reset password page. 3 very basic, standard pages. None of this has to be functional, I simply need the responsive design and I will have the functionality added in the next phase. Feel free to use whatever frameworks you want, I just want to be sure that the pages are as lightweight as possible. Moving forward, I'm hoping to find someone reliable that will be able to do this for 70+ pages, and more complex ones than these. This is mostly a proof-of-concept project in order to find a few qualified devs that I can continue with onto the next steps. In your bid, please let me know how long you estimate it will take you to make the 3 pages in the document. Again, no functionality is needed, I simply need the designs put together, for them to be responsive, and for them to look decent in the major browsers. Mobile compatibility would be nice too but isn't necessary at this stage. (that would earn you extra points, as this is a competitive setting and I am looking for the best candidate to continue with long term) Also let me know your price for all 3 pages. I am looking for a very quick turnaround. I'm not paying an hourly rate, I will pay a fixed price for these pages, so the amount you tell me is the amount you will be paid - so be sure that you're accurate. Speed and quality are important factors here. My partner has been given a timeline of a few weeks for these 70+ pages to be done by another company, and I'm confident there are more competent devs here that can complete all of this in a handful of days, with these 3 pages taking an hour or two tops.
