Hey I know I am very expensive but please read my proposal before deciding. I have had similar issues with a few of my own personal sites and I know exactly how technical and tricky this can be. It is not a simple case of fixing a few items in an hour and then charging the client. From a quick analysis we will have to change the way the images are formatted (It 100% will not impact quality!)... make some changes to the code of the site and possibly make some changes to the hosting server. It is all possible and can be done relatively quickly... the problem is that the amount of work will add up to more than a few hours :) Please consider my proposal -- even if you choose not to use me, I am happy to give you my "free" opinion on what you should make sure is changed ASAP... and what can be left alone for a little while.
