Help with Amazon Italy API Setup

We have been working to set up an API with Amazon marketplace merchant fulfilled orders for almost a year now. This is for a warehouse that sends out other companies' packages. We tried to do a direct integration via MWS (Amazon marketplace web services), developed the software to do so, but then around spring/summer 2019 we hit a wall with the approval process required to access customers' PII (Personal informations) and weren't able to get the access approved (our request to Amazon stood in a limbo without answers for months).

What can we do?

This is the last message from Amazon.

"You have indicated that you require Personally Identifiable Information (PII) to build Tax or Merchant Fulfillment application publicly available to sellers. At this time, we are not approving the use of PII for new applications or functionality. We apologize for any inconvenience this causes and we will communicate if and when this changes.

I apologize for the miscommunication. Upon review, you have been granted non-PII MWS access based on the information you provided. Please review the attached document to understand the type of data that is available to you."

We, of course, need to have personal information to send customers their package.

Can you assist us in this case? Have you before setting up API with Amazon? If so let us know and we could hire you for a few hours to fix this.
