Create a shaded relief map with a 7.5 minute grid

Using the Shaded Relief Base map for the USGS ([login to view URL]) , I'd like to create a quadrangle map with a bounding box of Max Latitude 49 degrees, Min Latitude 48 degrees, Max Longitude of -122 degrees, and a Min Longitude of -120 degrees. The map should have a scale of 1;250,00 and a bold black overlay grid showing quadrangles that are 7.5' by 7.5'. The deliverable will be a pdf of the largest resolution possible from the USGS base map cited here. Attached is a screen shot of this base map of the approximate scale of 1:250k so you can see what I'd like it to look like.
