Cartoon drawing with many different characters on existing 360degree panoramic background

We want to create a 360 degree winter version of a: "Where is Wally Scene" like this 360 degree sample cartoon: [login to view URL]
We already created a 360degree panoramic image of the market area with ice skate rank with snow and all surrounding buildings. We are looking for a creative cartoonist with a good and funny style of drawing funny characters/people in different fun to look at situations on this fixed background scene with photoshop CC for drawing/editing existing 360 degree graphics.
We want to see many different people in perspective all over the image on the ice skating rink and the market area. We think of people ice skating, children with sleighs, a person laying in the snow making a "snow angle", children playing, people sliding, people falling, a person hanging out a window from one of the buildings overlooking the scene etc.
The style of drawing must be line art characters like the character "Wally" with colouring.
The image of Wally must be hidden somewhere in the scene and not easy to be found. We added a high resolution cartoon of Wally to this project and a sample 360 degree panoramic background image. Please note that this panoramic background image will have a few slight changes still before the project starts.
The final 360 degree cartoon image will have to be compatibe to be viewed with panoramic viewers and on facebook like the original 360 degree provided template was. Drawing such panoramic images is possible in 2D with the new Photoshop CC.
A small watermark as attached to this project needs to be placed at the bottom of the scene to prevent unauthorised copying.
