Make me a USER Panel and a employee panel

I need a user panel for my website and also a employee panel

I have attached a photo of what it should look like.

pretty much the employee panel is the same, but they need to beable to see all the projects they have completed all open projects needing to be worked out, they need to beable to accept or hide projects, they need to beable to price projects then when the project is priced the PAY NOW button on the user panel updates to that price. They need to beable to update their paypal whenever in the account settings, they need to see their account balance, they need to beable to cash out whenever.

Employees:

When registering they pick which subject(s) they want to work on.

When registering theres need to be (Name, email, paypal, subject pick, phone number)

When registering they need to verify their email.

When registering they need to have a invite code that gets sent to their email with a link to register. (Employee's are the only ones who need a invite code(Its not an open register))

When picking a project they need to beable to review and talk back and fourth with the user

When picking they need to beable to set a price for the project.

Employee settings panel:

Able to update paypal email

Able to see how much balance they have

Able to cash out whenever they want to their paypal.

Able to see which projects they have opened/completed.

When new projects arrive:

Whatever employees have that subject I need a text message to be sent to them telling them that.

They can either accept it and set a price or hide it.

Once project is completed 45% of the project paid will go to them 55% will go to the admin paypal

Users:

When adding a new project they need to have (Project Name, Subject, # of questions(Optional), Instructions, Time limit, done by)

When project submitted they need to beable to talk back and fourth in a custom chat area for each project.

When project is submitted and price is given they need to beable to pay threw paypal before project is started.

Needs to have a referal program, if they referer someone they get 50$ credit (Referall code is somewhere in the userpanel)
