Interactive Story Site

I want a simple interactive story site where users can post stories that other users can interact in by choosing different options which leads to a different scenario in the story. The users who write stories can make them as long or short as they want and each page can have up to three different choices for users to choose from. Each page should be about 3/4 of a webpage length and users should be able to split their story into chapters if they so choose.

It should be a simple site with a simple design making it look like a giant book. The stories should be listed somewhere where it doesn't interfere with the flow of the site. There should be a simple profile creation thing where they can list their interests and the like and upload a picture. They should have to log in to be able to see any of the stories.

There should also be a way for them to comment each story and rate it up to 5 stars.

My budget for this is extremely tight. I need it done for $215 or less. If this is not possible then please do let me know.
