Adding HTML5 localStorage as a fallback for offline form submission to already existing form/database

Adding HTML5's localStorage to an already existing form and mysql database. When there is a connection/the database is reachable, form submissions just get posted to the mysql database. If not data is saved using HTML5 localStorage and queued. W

When network connection is made again, locally stored data is resent to the server.
