Move Microsoft Office

I have a new system drive in my laptop and installed Windows 10. I am looking for someone to do the following two tasks that I count with no more than one hour to accomplish by a skilled person. No trial and error.
1. Download and install Office 2019, preferably without having to sign into Microsoft account - if that is possible at all.
2. Moving old office settings/templates from the old system to the new (old hard drive has no failures)
Not much work, but I would like to maintain the right candidate as a to-go-person for others in my organization, and possibly for clients.
