Front end development for website and web app for matrimonial site

We have specs for a matrimonial web site and web app. We need a front end developer who can translate the specs to a good front end. The front end dev will use his own dummy data to populate the app (for dynamic data that will alter be replaced by coders who will fetch that data from an API)
The front end need not be an SPA and instead can be server rendered pages (node js based). We are open to having the front end as an SPA too (either in svelte or in react or in vue if you are going to implement as SPA - our first choice is svelte though in that case)
For CSS you could use bootstrap and customize it.
UX, UI design skills are a must. So are technical skills like svelte/node etc.
We are looking forward to working with professionals on long term as we have many such projects on-going that can be discussed later based on your performance on this one.
