CSS/HTML for Open Cart site

I have a open cart website that's 90% completed but needs some css/html assistance.
My current programmer is busy with another projects so I'm hoping to find a responsible programmer that can quickly code some CSS/HTML for the home page template and header/footer files.
You will be supplied a PSD File for the design changes.
Attached a screenshots of the current and new design for the home page. There maybe more work, but I want to start with this task.
