Fix website to be Responsive on Mobile, Tablets and Browser

I have a website that is a non-profit free site for kids to learn. I had it done using 5 different scripts. They are not wordpress or joomla.
Different parts are not responsive on mobile or tablets in different ways for all of them. I do not have the ability to show screenshots, but if you check it in Firefox or Google Chrome on a desktop or laptop, you can see how it should look vs how it is looking when accessed by a mobile phone or tablet or whatever screen/monitor it is begin seen on. Some people see it different on their screen even if they are using the same browser as I am. We need help with this (see attached). This needs to be done by Jan. 23, 2014.
