Script Installation - Newsletter

Please see the attached file for the project requirements. This script installation needs to be installed onto my website on all pages and also the admin panel set-up so I administer the newsletter.

My budget for this is $30.

Should be a small job for the right person.

If you have another script that would do the job better then please advise me along with a demo.
