Dial phone number from web page and play message automatically

When visitors land on my Windows web page a phone number should be dialed and a message played. This should be automatic, with no secondary popup box that asks them to confirm that they want to dial the call. The mp3 or wav audio file would simply be included in the web page.
I have found a number of autodial programs that seem to have some but not all of the functions I'm looking for. The main thing lacking is the ability to dial the number when the visitor lands on the web page (instead of by clicking on a number). The programs I found are Bitrix 24, Hubspot, Flashphoner, Sipnet, but there must be many possibilities
Here are some further details about my goals:
This is part of a non-profit project based on a kind of telephone booth that is really an immersive learning experience to be placed at a public library. The way it works is that visitors enter the booth. They then use the touchscreen inside to select a topic, which you can see at [login to view URL] I need to be able to select certain web pages in which the telephone will ring automatically. The visitor will hear the phone and pick it up. They will hear the recorded message (mp3 or wav) on the phone.
To be clear, the visitors do NOT dial anything at all. They simply select a topic on the screen. The number is dialed but the visitor has nothing to do with that.
I need to be able to select which topics the phone will ring at and be able to set which audio files will be used. I can give you access to the templates used to create the web page for this when you are ready.
