Fix Web Site Bugs & add Shopping Cart Functions

Hello.
I have a few bugs that need to be fixed, along with adding a Shopping Cart function.

BUGS:
1. The function on the top of the page that allows you to change between cities, does NOT work. You can select a new city fine, but it always takes you back to the default (National) City. **Need to change between cities correctly**
2. Fix the Newsletter feature that sends out deals to subscribers email daily. Sometimes it sends, some times it don't.
Need to ADD...
SHOPPING CART FUNCTIONS:
-Need to be able to add multiple items to cart (add/edit quantity/remove etc)
-Enter billing info
-Calculate shipping cost & gather shipping instructions
-Add sales tax to order total (calculate for all U.S. states/counties)
-Display order summary
SHIPPING COST:
Include FedEx and/or UPS/USPS API that automatically calculates cost based on shipping location and package weight, etc. Must be able to pull from FedEx data/rates API and have option for us to offer FREE shipping as well. With FedEx/USPS/UPS API shipping calculator, it will allow the buyer multiple shipping options and calculate the cost.
INVESTIGATE/REMOVE:
-I need you to make sure there is no way for previous developer to control our customized site. Previously, he sold a templated daily deals script with them having control over license(that was for $300, we paid thousands). We paid full price for a customized site and want to make sure he does not have control to shut the site down at any time, so you will need to review site files ensuring there are no back doors to control our DB or site files.
This is Phase 1. Phase 2 is adding new features and revamping the backend. This project and budget is for phase 1 only.
The site is already fully developed and functional with check out functions, but lacks shopping cart and the above functions. It is written in PHP with a mySQL backend. It is CUSTOMIZED coding, NOT a script.
Project DEADLINE (Must be able to complete by deadline): April 10th, 2015.
Must write CLEAN CODE that is NOT proprietary that any other Programmer can work with (Edit/troubleshoot/add/etc). We will own all rights to code, files, etc.
Looking for a long term relationship with a great coder. I have a lot of work/projects to get done within the next 6-8 months.
