Improved Facebook style Comments

I want an improved Facebook style commenting system.

A] Coding Requirements

1.- Use of PHP as server side language

2.- Use of Smarty PHP Template engine

3.- Responsive Bootstrap 3 design

B] Script Requirements

-----------------------------

1.- Comments in an existing Article

2.- Does NOT needs user registration as users will be already Logon

3.- Ajax posting (no page refresh)

4.- Post will includes 5 stars rating. The rating will updates the main Article.

5.- Post will includes single photo upload

6.- Like button (with counter)

7.- Dislike Button (with counter)

8.- Thank you Button (with counter)

9.- Reply Link

10.- One level replies. Even if replies still will have reply link, the replies will appear on the same level as the initial reply.

11.- Comment owner can edit/delete his post

12.- Users with condition "$is_admin == 1" can Edit/Delete any comment

13.- User taging (mention) is the form of @username. This option will works just like Facebook (display list of users with small avatar and name). After selection the taged user will appears as button with "x" available to delete it.

14.- On user taging that message must be also updates a notification table.

15.- This update to notification table must also contains a link which will directs the user to that comment and not only to the Article's page.

16.- Pagination or "Show more" for loading more comments.
