Large file upload and database modification for an existing Wordpress website

Background
We have an existing website built on Wordpress that is used as a product search engine.
There are 1,300,000 products held in the database.
Users visit the site to check the latest price of a products. These prices products fluctuate daily.
Issue
The administrator keeps an excel spreadsheet of these prices and has to currently update the prices manually which is a time consuming process.
Requirement
• Create a new page on the wordpress website
• This page should have a file upload box
• This file upload box should only accept .xls or .xlsx files
• This file upload box should only accept correctly formatted files.
• On upload any product data that has an existing entry in the existing product database should be overwritten with the new data and price.
o Products are compared by the “Product column” in the spreadsheet
• Any products already in the database that do not appear on the spreadsheet should remain unaltered.
• There could be 250,000 products on any spreadsheet to be uploaded at the same time.
• The upload shouldn’t time out or cause any load related issues on the server.
• Any issues with the upload should be handled with a user friendly error message.
• If the upload is to take some time there should be an indication of this for the user.
