3D Graphics Avatar modelling, rigging & animation

Hi,

I am looking for someone to create a 3D female Avatar, rig it fully and do animation of the same.

Avatar - Avatar will be used as a brand ambassador and hence needs to be unique, with good facial expressions and lively (breathing, blinking, smiling with some mannerism).

Modelling - I am ok to reuse an existing avatar and transforming to unique look & feel

Rigging - Need to be done for entire upper body. Face (with good facial expressions, smiling, lip movement for talking, etc.), Shoulders (for easy & natural movements), Chest (for breathing & natural movements), Hands & Fingers (each hand & each finger should be movable/animate'able separately), Upper body (for being more lively & highlight body language while avatar is talking)

Animation - One animation to show that modelling & rigging has been done perfectly with all upper body parts movable & avatar works as expected)

Usage: Avatar will be used to render on a HTML page using appropriate framework.

Tool to be used: Blender 2.79 or above

Deliverables expected: Blender file with avatar model, rigs & animation. Blender file exported to glb or gltf format without loss of quality and working as expected

Important points about deliverables: Exported glb or gltf file has to be small in file size as it will be used on web page (less than 10MB or so). Can discuss and decide low or high poly without loosing the quality.
