3 different responsive html pages needed to act as templates for a new website that I'm designing

I am a web designer myself with skills in html and css. However, I am not good with media queries and responsive design. I need help creating the framework of the site and the responsive functionality. Then later on after delivery, I will add in the content, font changes, colors, final style adjustments myself. All I need help with is the responsive layout structure delivered to me. You can use sample text, etc.
The coder will be responsible for determining the proper break points so that this website will look great on a high resolution widescreen monitor, iPad and tablets and mobile phones like iPhone.
3 or 4 break points should be plenty. The desktop version of the site (widescreen) will be the type of layout that has a full screen background image and the footer is where the navigation is (footer fixed to bottom of screen) the alternate navigation after breakpoints will shift to a dropdown at the top of the screen.
I will provide website urls that use the formatting that I need (as a helpful resource to the coder). I will also provide very detailed instructions for each of the 3 pages.

1 Homepage
1 Portfolio page
1 General template for my other pages
I need somebody who have experience with responsive design and knows the proper way to do things and who will provide clean, uncluttered code. Please don’t reply if you have not worked with responsive design before. You must have the knowledge of media queries, break points, the proper meta codes required in the html page, etc.
As you can see from my ratings and feedback, I have a perfect score and I provide very specific details and communicate quickly. If this project works out, there may be additional projects for the coder regarding the development of this website.
