Enhance .Net MS Chart Control

I'm seeking a skilled and experienced developer to provide code for interaction of the MS Chart control in .Net, particularly with the hover feature. My objective comprises:
- Highlighting bars: The task involves enhancing the GUI to react to mouse-overs.
- Highlighting legend items: In tandem with bar highlighting, the legend items should also highlight when the cursor is over them.
- Apply a color change on mouse hover: To make the hovered bar and corresponding legend item distinct from the others, they should shift color to black upon hover.
- Border Colour should be BLACK on highlighted item or should be 'WHITE' if not highlighted'.
(both series and legend)
Proficiency in .Net MS Charts is a must....
