Fivem RP Server complete server Build

I am looking to build a no-pixel FIVEM RP server from scratch. I have many requirements and some of them are mentioned below more I will explain when we will talk.

1: Custom and nice-looking character creator with the option to use default peds as your character.

2: Custom and nice-looking menu design.

3: Players should able to buy their houses and it should have storage and changing cloth options and housing should be bug-free.

4: Fully working Pillbox with the check-in option.

5: Fully working EMS System

6:Fully working PD system

7: Fully working Garage system

8: At least four Drug jobs.

9: At least four whitelisted jobs.

10: Car dealership fully working and nice design.

11: latest inventory system

12: Custom build Admin menu which should be linked to Account and only admins/moderators should have access to that. It should include all the things which come in every mod menu but with permission levels.

13: Mechanic Job with a nice-looking workshop I prefer Benny's workshop.

14: Gang and Mafia system with the BOSS option where the boss can hire/fire and fund system.....ETC

15: Nice looking loading screen.

16: There are few kinds of logs which I want on discord like, player join, death cause, gift inventory items... etc

17: Anti-cheat system. (Very Important)

18: cars for PD, EMS

I do not want to mention things like money wash, door locks, barbershop... ETC because its full server build and all these things should be added.

The most important thing is every simple thing should be documented.

I will only go for the experienced developer and I will pay only after the work is done through this platform only. I will not pay upfront because people are using publically available server files and claim their work so you can understand what i am afraid of.
