Help with a way to get members to sign up for a business opportunity

I want to figure out a way to send a sales circular out in lots of 100 with 4 peoples names on them. once the first person gets a sale or sign up I want them to put that sign ups name at the top of the list and move there name to the second spot and the same with the next person in the one spot until the person that started out in the first spot drops off and then starts at the top of another list.
