Convert PHP application to Java

I have an existing PHP web app (Code Igniter, MySQL, a little bit of AJAX) and I need to convert it to Java (preferably Spring framework) as soon as possible. It was created by people who had different knowledge of PHP so the code might be a little messy but nothing too complicated (basic CRUD actions).
## Short description
The application is sort of an electronic thesis management system. It has different user roles available (student, supervisor, admin etc.) where the menu is generated based on what roles apply to existing user (a user can switch between the roles). Students can upload their thesis and view info about it. Supervisor/reviewer can view all registered in the system students, only their students as well as upload a review for their student. Admin can add new students with their thesis and all the info, can add new academic staff, schedule new defence and add defence info. The defence committee can evaluate student’s oral presentation by entering marks based on different. Defence committee’s secretary records all the asked questions and later can generate .doc and excel files. PM me for more details.
## You can alter the design or some logic of the application to fit your needs and/or views as long as the functionality of the original application is kept the same and the design is kept clean.
## Deliverables
1) Complete and fully-functional working we app in .war form or uploaded to an existing server as well as complete source code of all work done.
2) Deliverables must be in ready-to-run condition.
3) All deliverables will be considered "work made for hire" under U.S. Copyright law. Buyer will receive exclusive and complete copyrights to all work purchased. (No GPL, GNU, 3rd party components, etc. unless all copyright ramifications are explained AND AGREED TO by the buyer on the site per the coder's Seller Legal Agreement).
