Extract and Export Wikipedia, Wikinews and Wikimedia Attachments

I need someone provide me with a web-scrapping script to extract attachments in the Wiki* sites named above.
The script can be in Selenium or any other tool that is freely available.
The script needs to be able to track what was extracted before and then continue from where it left off.
The data is required for a project that requires millions of files of different types.
Where possible, metadata for native files should not be changed/altered.
Export every available language for each Wiki. Part of the project needs to be able to handle different file types and languages.
Export any other native file format as well (eg, PowerPoint, Excel, Word, JPG, TIFF, BMP, MP3, EML, WAV, AAC, MP4, whatever there is).
Finally, files need to be provided in logical grouping, this can be discussed with the successful bidder.
