Python script that monitors twitter account and then purchased crypto currency through exchanges API

I would like a script that monitors a specific Twitter account, it would need to check the account every second for new tweets.
The user would tweet something along the lines of "Todays coin: Litecoin (LTC)" The account would also tweet other things so it should only listen for tweets starting with "Todays coin:".
As soon as a tweet is sent out starting with "Todays coin: Litecoin (LTC)" for example it would need to check to see if the coin (LTC) is listed on the exchanges configured with this script and then purchase through their API. The coins price may go up sharp so it will need to be able to buy overhead of the current price in terms of % so for example. If LTC price is currently worth 0.1 BTC if we set it to 10% overhead then it would buy as many LTC possible for up to 0.11 BTC each. The script would also need to be configured to only buying X amount of BTC value total.
The two exchanges API I would like this to work with are Bittrex and Poloniex.
