Automate downloading web data and importing into Oracle or MS SQL server

I need to automatically download data from the following site:

I need two things to happen:
1. Grab the data on a scheduled basis
2. Be able to download the file in CSV format and save to a folder on a scheduled basis
3. Automatically load it to a target table in a Oracle SQL database
This is a test project, and if successful and quality work is done, there are several similar projects that would be awarded and long term work available.
The only bids that will be considered will be one that include a brief description of possible programming languages to be used and include the phrase "I read the entire project description" in the bid.
