Monitoring a S3 Bucket for new files

Hello,
The task is quite simple. So, we need to monitor a S3 bucket(Let us for example called the bucket as COUNTRY and this COUNTRY has several subfolders) for new files(there will all be a file called .keep in all folders and it has to be exempted or not taken into account). So normally a lot of files comes into COUNTRY into different folder and if there are no problems they automatically move to a different bucket(we are not bothered about this, this has already been developed and working). But, when ever a problem is there files won't be moved from COUNTRY. In this case we need our code to run like every 15 minutes and trigger an SNS alert if the file stays in COUNTRY (any sub-folders) for more than 15 minutes. We need to use AWS Batch and get it done. I am attaching the flow for more clarity. Its a simple code.
