A utility (Windows service?) to run in the background (ultra-low resource utilization a must), watching for new TCP/UDP ports to be opened, then checking the opening program against a whitelist (configurable/ini file). If the program opening the port is not whitelisted, kill the process, close the port, send an email to the network administrator, and launch a locally stored webpage to explain to the user what just happened and why they need to be more cautious in the future. The intent of this program is to automatically disallow any/all remote access clients except for one (which will be renamed to something unusual and whitelisted) which is to be used by network admins. If terminated, the utility should relaunch, optionally displaying a message after (configurable) X relaunches and alerting the network admin via email.
