Reboot PC if no internet after set time

I need a script / bot made that will check for internet connection on a set time in minutes. If no internet is found, it then needs to retry again based on the set time. If no internet is found it needs to reboot the PC, but if internet is found, it needs to cycle or loop back to the original start.
I am using Windows XP and I need this done today or in a couple hours. Communcation promptly is required.
